I returned to Hat Sa from Phongsali (Phongsaly) town not knowing if the upper dam would be releasing enough water for boat travel downriver to the next dam (Number 5). The river flow was more than adequate, providing rapids and pools skillfully navigated by the boatman. We picked up passengers from villages along the way. A marvelous time on the river.
