Those pelicans were wandering around the fish sellers, and they were probably looking for opportunities to grab a fish or two. Indeed, the time that this photo was taken may be the perfect time since the fish sellers were having a conversation among themselves and were paying less attention to their fishes. I find it interesting that how often the animals are behaving in a similar fashion as us (they are also constantly looking for opportunities to grab some food), and that's why I like animals.
