It's a male Scaly-breasted Munia or spotted Munia (Lonchura punctulata ). In India,June to August is the breeding season of spotted munia. Every year a flock of spotted munia build their nests in the vine of Golden Shower or Flamevine of my garden. It's very interesting to observe them...they build dome shaped nest...feeding their chicks... the chicks growing up. At last they fly away with their grown up chicks and I wait for the next year.
