The first time I went to Panama was back in the 80's - Noriega wasn't running the show yet and there where just houses with nice tropical gardens and pools - the country lived on the revenues of the Canal - but during the end of the 80s and 90s - the influx of cash from all kind of sources sure helped the building boom take off...
