Farmers burn the winter crop residue to prepare the fields for the next crop. Residue burning adds to the already polluted cities of the region. Farmers say, that they have to spend Rs.800 ($12) per acre of additional fuel to manage the residue. They choose to spend $.02 for a box of matches.
