    A young woman waits on the platform of JR Shin Okubo Station in Shinjuku, Tokyo about 30 minutes after the morning rush hour. Trains on the JR Yamanote Line typically run at over 130 percent of capacity, with passengers cramming themselves onto already packed trains to reach work or school on time. As the 2020 Olympics approach, fears of collapse have inspired more people to travel during off-peak times. Waiting just 30 minutes can make a world of difference at improving quality of life.
