The forward facing eyes enable the Blue-Footed Booby to see in stereo-vision - similar to a human. In addition, it's eyes are directly aligned with the sharp pointed tip of it's beak. This facial configuration is necessary to enable the Booby to accurately judge distance and directly aim it's beak (much like aiming a rifle) as it plunges at high speed into the water and impales fish with it's spear like beak.
