This person is wearing a traditional Himachali cap, worn by many people of HImachal (A state in northern India). For over fifty years the green cap and the red cap have been the formal symbols of allegiance to either the congress or the BJP (a major national party) in my hill state. Today in one of the major elections in the state capital of India (Delhi), both the major parties were dismissed by the public, leading to humiliating loss.
