This fellow was only in place for a few minutes before the police took him away. People were quite shocked to see him there so long, or so I was told, as he was standing just outside the gates of the Forbidden City in Beijing, China and just as the national congress had concluded. I was also told that he was either mentally challenged or very brave. I don't know which.
