I noticed a northern harrier sitting in the water and moved over to investigate. Turns out it was sitting on a coot (trying to drown it?). It tried to lift the coot but couldn't. The coot struggled to paddle back to its flock as the harrier made several unsuccessful fly-by attempts to catch it again.
