The shutter speed is deliberately slow to give emphasis on the fast hand motions. Notice the blurring of hands, in contrast to the sharp focus on the feet which give the viewer clarity where the motion was occurring. I also like that the other girls' hands are blurry too, as they moved to the beat of the Drum and Bugle Corps.
