Painted by a self-taught artist from Hawaii Sean Yoro who seems to specialize in painting attractive women above water and has even painted on an iceberg in Iceland! This painting is located on the Queensway Bridge in Long Beach which crosses the Los Angeles River. The bridge itself is interesting in that it is two side by side bridges, one for each direction of traffic.
